Historic Balfour School Redevelopment Awarded $1.215 Million in Annual Housing Tax Credit

Competitive state award advances an estimated $18 million investment in affordable family housing and creates opportunities for broader neighborhood revitalization in Thomasville.
THOMASVILLE, GA — Thomasville Community Development Corporation (TCDC), in partnership with Tapestry Development Group, is pleased to announce that the Georgia Department of Community Affairs (DCA) has awarded Balfour School Apartments a $1,215,000 annual allocation of competitive 9% Low-Income Housing Tax Credits.
The award, announced October 7, 2026, represents a major milestone in the planned redevelopment of the historic Balfour School property at 201 Chatham Drive. The approximately $18 million project will transform the former school and surrounding property into a vibrant mixed-income residential community, preserving an important piece of Thomasville’s history while addressing the growing need for quality, affordable family housing.
“This has been an extraordinary team effort- with Tapestry bringing their best-in-the-field knowledge and TCDC bringing deep local connection,” said Shan Daniels, Board Chair of TCDC. “The City of Thomasville, Thomasville Housing Authority, and Thomas County Schools were also critical partners in bringing this opportunity to fruition. Their continued partnership will be critical as we move into the next phase.”
The first phase of the Balfour School redevelopment includes 40 mixed-income apartments through a combination of adaptive reuse of the historic school building and compatible new construction. Approximately 84% of the homes will be designated for those making 60% or below of Area Median Income, which is currently $51,540 annually for a four-person household. The remainder will be offered at market rates. These homes will serve working families- a single teacher with three children or two parents employed in food service, helping essential members of our community find housing they can afford.
The tax credit award is TCDC’s second tax credit award, following the Douglass School Senior Apartments, which is now under construction with an expected completion in Summer of 2027.
“We believe this investment can help attract additional public and private resources to improve surrounding parks, green spaces, walking trails, and other neighborhood amenities. We expect this project to create a ripple effect that strengthens the entire neighborhood and enhances quality of life for both existing and future residents,” Daniels said.
